A former FBI official who oversaw the Section 215 warrantless phone surveillance program says the tool was mostly ineffective in catching terrorists.
Retired Special Agent Bassem Youssef told The Hill in an interview that the surveillance program was responsible for helping disrupt just one possible terror plot over more than a decade searching through thousands of Americans’ records.{mosads}
Youssef said he warned then-FBI Director James Comey of the problems back in 2014 and proposed a way to fix the program, but said no action was taken by Comey in response to issues he raised.
