Presumptive Democratic presidential nominee Joe Biden is set to deliver remarks Thursday afternoon on his economic recovery and jobs plan.

The former vice president is slated to unveil a $700 billion plan aimed at revitalizing the manufacturing sector through new federal government procurement programs and investments in research and development.
