Romney has said he had an anti-abortion conversion in 2004, and has been consistent since then. And he argues that while parts of the Massachusetts healthcare reform package he signed into law as governor served as a model for the controversial federal law — notably its insurance exchange and tax credits — the law was a state solution to a state problem.
Still, Democrats are betting that the Massachusetts law’s requirement that everyone have insurance will mute criticism of the federal law — especially as the Supreme Court prepares to rule next year on whether to strike down the law’s unpopular individual mandate.
