Week ahead: Puerto Rico, tariff relief top agenda

Lawmakers are close to unveiling new legislation to help Puerto Rico restructure its debt after missing a crucial deadline.

Congress failed to pass a bill before the island defaulted on $422 million in payments on May 1.

{mosads}Republicans balked at earlier legislation, worrying taxpayers would be on the hook for a “bailout.” But Speaker Paul Ryan (R-Wis.) has been pressing his caucus to back a Puerto Rico measure while negotiating with the Treasury Department.

Natural Resources Committee Chairman Rob Bishop (R-Utah), whose panel is handling the bill, has said he hopes to have a revised version of the Puerto Rico Oversight, Management and Stability Act soon. Lawmakers return to the Capitol Monday after a one-week recess.

The administration is also pushing for Congress to act quickly. Treasury Secretary Jack Law is heading to Puerto Rico on Monday.

An even bigger deadline looms, with the island facing a $2 billion payment on July 1.

Also on Capitol Hill, the Senate will spend the week working on the National Defense Authorization Act. Keep an eye out for senators to also quickly clear legislation that would provide tariff relief for U.S. manufacturers.

The House easily passed the bipartisan Miscellaneous Tariff Bill measure before the weeklong recess, and there was talk that the upper chamber would hotline the bill and quickly send it to President Obama’s desk for his signature.

But that move was delayed, raising expectations the Senate could take up the bill when lawmakers return Monday.

The Senate vetted the issue last year, and there is still strong support in the chamber.
