Listen: Trump pushes earmarks as smart policy

President Trump on Tuesday surprised many by embracing legislative earmarks as smart policy, even though his party made a show of banning the practice in 2010.

His comments came during a White House meeting about immigration, convened by the president with lawmakers from both parties, from which emerged a general agreement to shield so-called Dreamers from deportation.
