Biden made the announcement after meeting in California with Yulia Navalnaya, Navalny’s widow, and their daughter Dasha.
“This morning I had the honor of meeting with Alexei Navalny’s wife and daughter. We are going to announce sanctions against Putin, who is responsible for his death, tomorrow,” the president said.
“We are not letting up,” Biden said.
Earlier this week, the Biden administration signaled plans to announce sanctions following Navalny’s death in a penal colony and the second anniversary of Russia’s invasion of Ukraine.
Russian authorities said Navalny died of natural causes when he became unconscious after taking a walk. Navalny was serving more than 20 years for charges widely condemned as politically motivated.
Biden has joined Navalny’s family and supporters in blaming Putin for his death.
Biden warned Putin during a summit in 2021 Navalny’s death would have devastating consequences for Russia, although officials have kept the package of sanctions close to their chest.
State Department spokesperson Matthew Miller described the package as “robust” and said it was aimed at cutting off Russia’s war machine.
“You should expect them to follow the general direction of our past sanctions, as well as some sanctions specifically related to the death of Alexei Navalny,” Miller said.
