Lobbying World: Chipotle scoops up new government relations chief

Chipotle tapped Matt Foley as head of government relations. He was most recently director of government affairs at Niagara Bottling, and his resume includes stints spearheading government relations for the American Frozen Food Institute, the National Grocers Association and the Grocery Manufacturers Association.

The American Bankers Association named Thomas Rosenkoetter as senior vice president and executive director of the trade association’s Card Policy Council. He was managing director and head of government affairs at BNP Paribas.

Cozen O’Connor Public Strategies has added Tamara Hinton as a senior principal leading the firm’s strategic communications practice. Hinton was communications director for then-chair of the House Agriculture Committee, Rep. Frank Lucas (R-Okla.), and his predecessor on the committee, former Rep. Bob Goodlatte (R-Va.). 

Jennifer Garson is joining Boundary Stone Partners as a senior vice president. Garson jumps from the Department of Energy, where she was most recently the director of the Water Power Technologies Office in the Office of Energy Efficiency and Renewable Energy.

Kaleb Froehlich has rejoined Holland & Hart as a senior policy adviser in the firm’s Washington and Anchorage, Alaska, offices. Froehlich most recently served as chief of staff to Sen. Lisa Murkowski (R-Alaska) and was senior counsel to the Senate Energy and Natural Resources Committee.

James Fredricks has joined Skadden, Arps, Slate, Meagher & Flom’s antitrust and competition group as a partner. He spent more than 20 years at the Department of Justice’s Antitrust Division, where he was most recently chief of the Washington Criminal II Section of the division.

Kat Cosgrove joins Freedom House as deputy director for policy and advocacy. She was most recently legislative director for Rep. Chrissy Houlahan (D-Pa.).

The Recording Industry Association of America has promoted Michele Ballantyne to president, a title she will tack onto her role as chief operating officer.
