The Hill’s 12:30 Report: Trump says he won’t tolerate Charlotte unrest | House panel holds Clinton IT aide in contempt | Rasmussen poll shows Trump up 5 nationally | Dems seek GOP help fixing ObamaCare | Clinton’s awkward interview

JUST NOW – TRUMP SAYS HE WON’T TOLERATE UNREST: Donald Trump called for an immediate end to violence amid the ongoing protests in Charlotte, N.C. saying it makes the country look bad on the world stage and that he wouldn’t tolerate such unrest as president. “Our country looks bad to the world, especially we are supposed to be the world’s leader,” Trump said at the beginning of a speech on energy in Pittsburgh. “How can we lead when we can’t even control our own cities?”

Tweet from NBC’s Ali Vitali: Trump speaking now on unrest in Charlotte, saying America needs “unity” but “how can we lead when we can’t even control our own cities?” http://bit.ly/2cU5GK8

It’s Thursday — HAPPY FIRST DAY OF FALL. Yes, today may have a high of 84 degrees, but I bought an exuberant amount of pumpkin products from Trader Joe’s so mentally, we can make it happen! (Yeah, I know. I know. I’m not proud.) I’m Cate Martel with a quick recap of what you missed this morning — and what’s on tap for the rest of the day. Send comments, story ideas and upcoming events to cmartel@digital-stage.thehill.com, @CateMartel and on Facebook.

{mosads}TAKING BETS FOR WHEN WE SEE A JOB OPENING ON CLINTON’S CAMPAIGN FOR A ‘HUMOR OUTREACH DIRECTOR’: Hillary Clinton joined “Between Two Ferns” with Zach Galifianakis. Galifianakis was pretty funny, but it was painfully awkward for Clinton. You gotta watch it: http://bit.ly/2cFJjVD

BREAKING THIS A.M. — THIS AIN’T OVAH YET: Via The Hill’s Katie Bo Williams, the House Oversight Committee this morning is holding former State Department IT technician Bryan Pagliano in contempt of Congress. Who’s that: Pagliano was responsible for setting up Clinton’s private email server. Why: He declined to appear at a hearing on the server last week, in spite of a subpoena demanding his presence. http://bit.ly/2dckrFC

NEW POLL — TRUMP’S FACE IN THIS PHOTO SAYS IT ALL: Donald Trump is 5 points ahead of Hillary Clinton nationwide, according to a new poll from Rasmussen Reports, a conservative-leaning group. Trump: 44 percent; Clinton: 39 percent; Gary Johnson: 8 percent; and Jill Stein: 2 percent. Counter: A national poll last night showed Clinton up 6. Keep in mind: Single polls should be taken with a grain of salt. Look at trends. http://bit.ly/2cO2yBG

LATEST STATE POLLS: Clinton is up 7 points on Trump in Wisconsin and up by 7 points in Virginia

IMPORTANT READ FOR UNDERSTANDING HOW TO READ POLLS: In FiveThirtyEight, Nate Silver explains how to read state polls vs. national polls. He compares the merits of a 50-state poll over 50 state polls. It actually makes a huge difference. http://53eig.ht/2cZcRgX

IF I WERE A REPUBLICAN, I’D BE FEELING PRETTY SMUG RIGHT ABOUT NOW: Via The Hill’s Peter Sullivan, Democrats are subtly asking the GOP: Help us fix ObamaCare. How: They’re acknowledging ObamaCare’s growing problems in the law’s insurance marketplaces. And while they’re pushing back on GOP attacks, they’re also hoping Republicans will work with them to fix it. http://bit.ly/2dmiVEk

FUN FACT — ALEPPO FLUB WAS GREAT FOR GARY JOHNSON’S FUNDRAISING: “This month, our biggest fundraising day was ‘Aleppo Day’ followed by the day after Aleppo … followed by the day we were denied being in the debate.” http://bloom.bg/2cmEMXe

STATE OF EMERGENCY IN CHARLOTTE: One person was shot and an officer was injured last night during the second night of protests in Charlotte. A CNN reporter was also attacked on live TV. Why: Protests have erupted after a police officer shot and killed Keith Lamont Scott, the latest in a string of shootings involving law enforcement and black men. Video: http://bit.ly/2ddBwUj

SO, HOW DO WE THINK THIS WILL PLAY?: Via The Guardian’s Paul Lewis and Tom Silverstone, Donald Trump’s campaign chair in Ohio has claimed there was no racism during the 1960s. “If you’re black and you haven’t been successful in the last 50 years, it’s your own fault.” http://bit.ly/2cr2iay

OH MY GOD, PEOPLE ARE DISGUSTING AND NEED TO BE STOPPED: An artist in New Zealand created a handbag out of a cat — yes, an actual cat. It sold late Wednesday night for $545 to an anonymous (and definitely creepy) bidder. http://bzfd.it/2cFrVjT
