Follow closely: If you were in another state (not contiguous with New York) for more than 24 hours, you must be tested within three days of leaving and quarantine for at least three days. Then, you can get tested again on day four, and if both results were negative — you’re good to go. If you were in another state for less than 24 hours, you can skip the first test and just take one four days after arriving (and quarantining).
If at any point you test positive — or you get back and simply don’t feel like getting tested again — you’ve got to quarantine yourself for the whole 14 days, so be prepared and make sure you’re not coming back to an empty fridge.

New coronavirus cases have been on the rise in New York, a former epicenter of the outbreak in the United States, with more than 2,000 new cases announced on Nov 1.
Anyone who arrives by air and leaves an airport has to fill out a Traveler Health Form — or pay a $2,000 fine and mandatory quarantine. If you’re coming by car, train, bicycle or even on foot, you’re expected to fill the form out online. There are some exceptions for essential workers and certain countries or territories, so check carefully.
And don’t forget to check your own state’s requirements if you want to be able to come back home.
