Cachavious English, chief of staff for Rep. Terri Sewell (D-Ala.), will join BGR Group as a vice president in December. He has worked for Sewell for nearly six years and before that was federal relations counsel for the American Association for Justice.

The Bockorny Group hired Raphy Goodstein the join its government affairs team. He previously was director of tax and trade policy for the American Iron and Steel Institute and before that was legislative director for the American Automotive Policy Council and legislative correspondent for Sen. Debbie Stabenow (D-Mich.).

Tanea Jackson joined Invariant as director of strategic communications. She previously was an associate at the Brunswick Group, where she worked for more than two years. Before that, she was manager of global public affairs at Laureate International Universities.

Invariant also hired Mark Besonen as an analyst on its government relations team. He previously worked on national security issues for Sen. David Perdue (R-Ga.) and was an aide to Rep. Virginia Foxx (R-N.C.).

NTCA–The Rural Broadband Association named Mano Koilpillai chief financial officer. She previously was president and CEO of Dynamic Consulting and Accounting LLC for more than six years and before that was chief financial officer at Defenders of Wildlife.

Meg Gilley joined McDermott+Consulting. She was public policy adviser at Squire Patton Boggs for nearly five years and before that was a senior policy adviser for ex-Rep. Jack Kingston (R-Ga.).
