Mike Bloomquist, staff director for Republicans on the House Energy and Commerce Committee, is leaving to be a partner at Venable LLP. He has been with the committee since July 2015 and before that was a principal at Kountoupes Denham Carr and Reid. He previously was general counsel for the House Energy and Commerce Republicans.

The Telecommunications Industry Association announced that Melissa Newman will be vice president of government affairs. She previously was vice president of external affairs and senior legal counsel at Transit Wireless.

Holland & Knight LLP named Todd Wooten a partner in its Public Policy and Regulation Practice Group. Wooten previously worked as a lobbyist at S-3 Group and before that was senior counsel on energy and tax issues for Democrats on the Senate Finance Committee. He also served as legislative director for Sen. Debbie Stabenow (D-Mich.).

The American Bankers Association named Jasmine Cooper its new vice president of internal diversity, equity and inclusion. She previously was senior manager of diversity, inclusion and corporate social responsibility at Steptoe & Johnson LLP.

The Outdoor Foundation, the philanthropic arm of Outdoor Industry Association, announced that Stephanie Maez will be its managing director. She is a former state legislator from New Mexico.
