• Amos Snead started on Monday as executive vice president at the communications agency Adfero. He previously was a partner at S-3 Public Affairs.

“I’m excited to join a strategic communications agency right when they’re primed for growth. [CEO] Jeff Mascott has assembled an impressive team at Adfero and they’re entering an exciting stage of expansion,” Snead told The Hill.

Mascott will send a note to clients and friends on Wednesday calling Snead, “a strategic thinker, a fearless entrepreneur and a committed leader.” 

“He cut his teeth on Capitol Hill and literally wrote the book on being a successful Congressional staffer. Amos has built a thriving media company and knows how to make news for clients. A sought-after communications expert, Amos is known for leading high-profile, innovative and effective reputation and advocacy campaigns,” Mascott wrote

• Minh Ta is joining The Carlyle Group next week as vice president of government affairs. He will be reporting to Stacey Dion, the head of global government affairs. Other hires are expected on her team, according to Carlyle. Ta most recently was Rep. Lisa Blunt Rochester’s (D-Del.) chief of staff.

 • Arthur Estopinan and Ariel Fernandez are launching a new consulting group, the Hispanic Policy Group. It will focus on Hispanic outreach and policy. Estopinan was chief of staff to former Rep. Ileana Ros-Lehtinen (R-Fla.). Fernandez served as an aide to Ros-Lehtinen for 11 years and then deputy district director to former Rep. David Rivera (R-Fla.).

• Jen Adler, former communications director for the House Transportation and Infrastructure Committee and aide to chairman Peter DeFazio (D-Ore.), is joining Cassidy and Associates as senior vice president.

• Latoya Veal is the vice president of financial communications and capital markets at Edelman. She previously was communications director for the Joint Economic Committee and before that worked as the Pennsylvania press secretary for Hillary for America.
