Cavarocchi Ruscio Dennis Associates hired David Eaton, a former legislative correspondent for Rep. Joyce Beatty (D-Ohio). He had worked primarily on healthcare policy but had other issues in his portfolio as well.  

Devry Boughner Vorwerk left Akin Gump to return to Cargill, where she will lead the company’s corporate affairs division. The job gives her oversight over the agricultural giant’s global branding, communications, corporate responsibility and government relations efforts. She joined the law and lobby firm Akin Gump earlier this year, after having spent nearly 12 years at Cargill. Before that, she worked at the U.S. International Trade Commission and the Office of the U.S. Trade Representative.

{mosads}• The Boeing Company has made several promotions and hires. John Blaze, who joined Boeing in 2011, has been promoted to vice president of global corporate citizenship. Nicole Vernon has been promoted to vice president of transportation and aviation, leading the commercial aviation and transportation legislative authorization and appropriations advocacy. Boeing hired Anne Marie Chotvacs from Capitol Hill to serve as a senior director of international operations and policy, responsible for lobbying at the federal level for all of Boeing Commercial Airplanes business units, in addition to business development internationally. Before that, she worked on a House Appropriations subcommittee.

Cooley hired away former FCC Commissioner Robert McDowell from Wiley Rein. He will co-lead the firm’s global communications practice. President Bush appointed McDowell to the FCC in 2006, and President Obama reappointed him in 2009.

Rasky Baerlein Strategic Communications has named Brittany Beaulieu as a vice president. Prior to that, she served on the Senate Foreign Relations Committee under the top Democrat on the committee, Sen. Ben Cardin (Md.). She has also worked for former Sen. Max Baucus (D-Mont.). 

K&L Gates hired a former counsel to Sen. Charles Schumer (D-N.Y.), Stacy Ettinger. She will serve as a partner in the firm’s public policy and law practice. Ettinger spent more than nine years as a senior legal and policy adviser to Schumer, most recently as his chief counsel for the Senate Committee on Rules and Administration.
