No sooner did the House pass major climate change legislation than Sen. Claire McCaskill (D-Mo.) warned that changes must be made to get the bill through the upper chamber:

As a moderate Democrat from an industrial, midwestern state, McCaskill is exactly the kind of Senator supporters of the legislation need to win over if they’re going to break the 60-vote barrier in the Senate.
