The Case for Re-Authorizing the War (Sen. Richard Lugar)

I think the case has been made by some very thoughtful Senators that there ought to be a re-authorization; that circumstances for voting for military action ought to be stated more clearly and precisely with regard to current circumstances than what may have occurred in 2003. There’s a case to be made for that. I think the idea of de-authorization, namely that simply trying to expunge the original authorization without substituting clarity as to where the mission is sensed now, would not be a good idea. That’s probably why it hasn’t progressed very far.
