Qorvis director: Qorvis Communications hired Nicole Silverman as director last week.She will work on technology and telecom issues and will be the go-to on communications and coalition-building on top administration high-tech and broadband issues. Silverman has 13 years of public affairs experience and was most recently account manager in Waggener Edstrom’s public affairs practice.

lamborn aide, panel staffer welcome baby: Ramsey David Phelen was born on Oct. 30 at 10:21 p.m. to Chris and Elaine Phelen. Chris works for Rep. Doug Lamborn (R-Colo.) and Elaine is a professional staff member for the House Science and Technology Committee.
