New regs for Thursday: Apples, fish, missiles

Thursday’s edition of the Federal Register contains new rules for apple exporters, fishermen and tornado-generated missiles.

Here’s what is happening:

Apples: The U.S. Department of Agriculture (USDA) is delaying new export regulations for apples, grapes and plums.

The USDA’s Agricultural Marketing Service last December proposed new requirements for exporters, but the rule will now be delayed.

Fish: The National Marine Fisheries Service (NMFS) is proposing new fishing rules.

The fishing rules come as part of a catch sharing plan and would affect Pacific halibut caught in the Pacific northwest states of Washington, Oregon and California.

“These actions are intended to conserve Pacific halibut, provide angler opportunity where available and minimize bycatch of overfished groundfish species,” the agency said.

The public has 20 days to comment.

Missiles: The Nuclear Regulatory Commission (NRC) is drafting new guidelines for tornado-generated missiles.

The public has 30 days to comment.

Library: The National Archives and Records Administration (NARA) is moving forward with new hours of operation for the Barack Obama Presidential Library.

The opening hours go into effect in 30 days.
