House adjourns after flurry of DHS amendment votes
Just before leaving, members approved S. 292 and S. 363 by voice vote. Respectively, these are the Salmon Lake Land Selection Resolution Act, and a bill authorizing the secretary of Commerce to convey property of the National Oceanic and Atmospheric Administration to the City of Pascagoula, Miss.
{mosads}Amendments to the DHS bill, H.R. 5855, that were approved by roll call vote were from:
• Rep. Ted Poe (R-Texas), to move $10 million from the Office of the Undersecretary for management to Border Security Fencing, Infrastructure and Technology, for border cell phone service. Passed 302-113.
• Rob Bishop (R-Utah), to reduce Border Security Fencing, Infrastructure, and Technology, Operations and Maintenance by $3 million and adds $624,000 to Air and Marine Interdiction for law enforcement and emergency humanitarian efforts. Passed 230-186.
• Hansen Clarke (D-Mich.), to move $10 million from the Office of Undersecretary for Management to FEMA state and local grant programs. Passed 211-202.
The following amendments failed in roll call votes, from:
• Gwen Moore (D-Wis.), to increase the Office of the Secretary by $3 million and decrease the automation modernization account by $4.8 million, to increase funding for the Office of Civil Rights and Civil Liberties. Failed 154-260.
• Paul Broun (R-Ga.), to reduce all administrative expense accounts except the Coast Guard by 3 percent, saving $500,000. Failed 140-273.
• Rush Holt (D-N.J.), to reduce funding for the Office of the Secretary by $50 million, putting that amount into the Federal Emergency Management Agency’s state and local programs. Failed 173-240.
• Clarke, to transfer $10 million from immigration enforcement to FEMA’s state and local grant programs. Failed 159-254.
• Janice Hahn (D-Calif.), to add $10 million to U.S. Customs and Border Protection intended for use at airports, offset by a $24.5 million reduction to Research Development Acquisition and Operations – National Bio-Agro-Defense Facility. Failed 156-261.
• Hahn, to move $75 million from Science and Technology – Research and Development Acquisitions and Operations to Port Security Grants. Failed 144-273.
• Loretta Sanchez (D-Calif.), cutting Detention and Removal by $40 million and increasing Counter Child Exploitation Activities by the same amount. Failed 167-249.
• Sheila Jackson Lee (D-Texas), to reduce TSA Aviation Security by $61 million, adds $50 million to Federal Air Marshall Program. Failed 60-355.
• Brian Higgins (D-N.Y.), to transfer $58 million from Science and Technology-Reserach and Development Acquisitions and Operations to State and Local Programs. Failed 150-266.
• Tim Bishop (D-N.Y.), to transfer $75 million from Science and Technology-Construction of Laboratory Facilities to Science and Technology-Research and Development Acquisitions and Operations. Failed 166-245.
